2019 Nomination of Representatives of Arts Interests for the Hong Kong Arts Development Council

The 2019 Nomination of Representatives of Arts Interests for the Hong Kong Arts Development Council (HKADC) (the Nomination Exercise) began on 7 January and the first briefing session was held on 16 January. The Nomination Agent (Note) will conduct the second briefing session on 27 January (coming Sunday) on the arrangements and regulations of the HKADC Nomination Exercise, interested parties are welcome to attend.

The HKADC is a statutory body set up to promote the development of arts in Hong Kong. Under section 3 of the Hong Kong Arts Development Council Ordinance (Chapter 472), the Chief Executive may appoint up to 10 persons nominated by the specified arts interests as members of the HKADC. The 10 specified arts interests include Arts Administration, Arts Criticism, Arts Education, Chinese Opera (Xiqu), Dance, Drama, Film Arts, Literary Arts, Music and Visual Arts. The current term of office of the HKADC members will expire on 31 December 2019. Eligible arts organisations and individual arts workers may apply to participate in the Nomination Exercise to nominate representatives of the respective arts interests for the Chief Executive’s consideration of appointment as members of the HKADC for a term not exceeding 3 years with effect from 1 January 2020.

Arts organisations and individual arts workers that wish to participate in the Nomination Exercise are required to submit an application to the Nomination Agent on or before 5pm of 29 March 2019.

The first phase of the Nomination Exercise is critical as only arts organisations who have successfully registered in this phase will be able to register their eligible members / employees as voters in the second phase before they may take part in the subsequent phases of the 2019 Nomination Exercise including the nomination of candidates and voting. Arts organisations that had participated in the previous Nomination Exercises must register again by submitting an application to the Nomination Agent on or before 29 March 2019 in order to take part in the 2019 Nomination Exercise. Individual arts workers who have successfully registered in the first phase will become voters automatically to take part in the 2019 Nomination Exercise.

The 2019 Nomination Exercise will be conducted in four phases:
Phase 1: Registration by arts organisations and individual arts workers (7 January to 29 March 2019)
Phase 2: Voter registration by arts organisations (Tentatively June to August 2019)
Phase 3: Nomination of candidates (Tentatively August to September 2019)
Phase 4: Electioneering and Polling (Tentatively October 2019)
