The Hong Kong Arts Development Council (ADC) launched its 'Three-year Plan', entitled 'Hong Kong ^ Unlimited', at Government House on 12th June 2001. The launching ceremony was officiated by the Honourable Tung Chee-hwa, Chief Executive of the HKSAR, Dr. Patrick Ho, Chairman of the ADC, Professor Chang Hsin-kang, Chairman of the Culture and Heritage Commission, Mr W K Lam, Secretary for Home Affairs and Mr Paul Leung, Director of Leisure and Cultural Services.
Under the guiding theme of 'new era of creative environment and sustainable development through strategic partnerships', the ADC outlined a strategy of all-round arts development for its future direction and audience participation. These include developing the social functions of the arts; expanding the market for the arts and building audience participation; promoting life arts education for all; and enhancing the artistic level and social status of artists.
With the grant scheme getting more and better established, the ADC has gradually evolved from its previous role of a funding agency into an 'arts development agency'. Dr Patrick Ho, Chairman of the ADC, said the arts not only concern artists, but also concern society as a whole. The arts relate to personal cultivation as well as the quality of the community and the development of civilisation in the long run.
To celebrate the launching of the Three-year Plan, ADC has revamped its web site to open up more opportunities for arts development and enlarge audience participation in the arts by means of the latest information technology.
